CIDB SPKK Registration Malaysia: Complete Guide for Government Contractors 2026
Everything Malaysian contractors need to know about SPKK registration to bid on government construction projects. Covers requirements by grade from G1-G7, paid-up capital, SCORE certification, listed individuals, application process, fees, offences, and insurance requirements.

Disclaimer: This article provides general guidance based on the Construction Industry Development Board Act 1994 (Act 520), Treasury Circular No. 6/2012, and official CIDB information as of January 2026. Regulations may be amended. Always verify current requirements with CIDB or qualified professionals before making registration decisions.
Your PPK certificate alone won't get you through the door of a government tender. You need SPKK.
The Sijil Perolehan Kerja Kerajaan (SPKK), or Government Work Procurement Certificate, is the mandatory credential that qualifies Malaysian contractors to bid on federal and state construction projects. Without it, your company is invisible to government procurement, no matter how capable you are.
This guide covers:
- What SPKK is and how it differs from PPK
- Eligibility requirements by contractor grade (G1-G7)
- Paid-up capital and SCORE certification requirements
- Listed individuals (Penama) rules
- Contract value limits for each grade
- Step-by-step application process
- Fees, processing times, and validity
- Offences, penalties, and suspensions
- Insurance requirements for government projects
- Common mistakes that delay or reject applications
What Is SPKK and Why Does It Matter?
SPKK stands for Sijil Perolehan Kerja Kerajaan, which translates to Government Work Procurement Certificate. It's issued by the Construction Industry Development Board Malaysia (CIDB) under Section 25 of Act 520 (Amendment 2011).

SPKK holders can participate in government procurement according to Treasury Circular No. 6/2012 and Treasury Instruction No. 3/2012 issued by the Ministry of Finance. This means federal ministries, state governments, and government-linked agencies.
The relationship is hierarchical: you need a valid PPK before you can apply for SPKK. And if your PPK is suspended or cancelled, your SPKK status is automatically affected.
